Message:	I am writing to oppose HB 448. The enactment of HB 448 would be ill advised for the following reasons: 1. It would place Maryland-based providers of public relations, direct mailer services, business consulting and management services (undefined by the Bill), art and photographic services (also undefined) at a competitive disadvantage with out-of-state providers of these services who would not charge sales tax. 2. Policing the Maryland users of these services for payment of use tax will be an impossible task and will encourage underreporting. 3. These sales and use taxes will substantially increase the cost of doing business in Maryland and will serve as a disincentive to remain in, or locate to, Maryland. 4. These proposed sales taxes are already being referred to in the creative community as the "Creativity Tax." Enactment will provide a disincentive for creative persons to remain in, or locate to, Maryland. This will harm the recruitment efforts of existing creative businesses. 5. The mass communications industry is responsible for generation of billions of dollars of revenue each year in Maryland. Studies show that advertising's total economic impact in Maryland each year is $86 billion and projected that a sales tax would decrease sales in Maryland by $4.8 billion and result in the loss of over 22,000 jobs. Because of these reasons I ask that you do not enact this bill. Thank you for your time and service.
